Should the gov be able to take your home for a better development?

Very thought-provoking. As a developer, I've acquired land through eminent domain to develop for a better use. But the land I acquired with the City of Chicago's help at the time (1997) was vacant and had been so for decades. We didn't throw anyone out of their house and didn't leave the land with nothing on it.
What did we build? 200 homes. The development was Dearborn Village and was the first major development to my knowledge built in the city which was 50% white and 50% Black owned and occupied. Here's what it looks like today.
