Repeal Funding for New IRS Agents? 56% Say ‘Yes’

As the first act of the new Congress, the Republican majority in the House voted to repeal funding for new Internal Revenue Service employees, and most voters support the move.


A new Rasmussen Reports national telephone and online survey finds that 56% of Likely U.S. Voters approve of the House vote to cancel funding for the IRS to hire 87,000 new employees, including 40% who Strongly Approve. Thirty-seven percent (37%) disapprove, including 24% who Strongly Disapprove. (To see survey question wording, click here.)


When Democrats controlled Congress last year and increased IRS funding in the “Inflation Reduction Act,” Republicans made a campaign pledge to repeal the measure. After last week’s vote, new House Speaker Kevin McCarthy declared: “Promises made. Promises kept."



Majorities of every political category – 64% of Republicans, 52% of Democrats and 52% of voters not affiliated with either major party – at least somewhat approve of the House vote to cancel funding for 87,000 new IRS employees.

The survey of 900 U.S. Likely Voters was conducted on January 10-12, 2023 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence. Field work for all Rasmussen Reports surveys is conducted by Pulse Opinion Research, LLC. See methodology.


Although repeal of the funding for new IRS employees was approved by a majority of voters, many of them also express support for the original measure. Forty-nine percent (49%) approve of Congress passing legislation last year to fund the hiring of as many as 87,000 new IRS employees, including 29% who Strongly Approve, while 43% disapprove, including 35% who Strongly Disapprove. Even among those who say they Strongly Approve of Congress passing the legislation last year, 44% at least somewhat approve of the new House voting to repeal the IRS funding.


More men (63%) than women voters (49%) approve of the House of Representatives voting to cancel funding for the IRS to hire 87,000 new employees.


Fifty-six percent (56%) of whites, 47% of black voters and 60% of other minorities approve of canceling the funding for new IRS agents.


White majorities of all age categories approve of the House voting to cancel funding for new IRS employees, voters under 40 are less likely to Strongly Approve.


The House vote to cancel funding for new IRS employees is approved by majorities of every income category except those earning less than $30,000 a year.


Entrepreneurs are more likely than either government employees, private sector workers or retirees to approve of the House of Representatives voting to cancel funding for the IRS to hire 87,000 new employees.


President Joe Biden’s strongest supporters are most favorable toward hiring new IRS employees. Among voters who Strongly Approve of Biden’s job performance as president, 78% Strongly Approve of Congress passing legislation last year to fund the hiring of as many as 87,000 new IRS employees. By contrast, among those who Strongly Disapprove of Biden’s performance, ohly four percent (4%) Strongly Approve of last year’s legislation.


With the new session of Congress under way, voters are somewhat optimistic that things will get better, and a majority are convinced that President Biden should let Congress lead.


Voters overwhelmingly believe there is a crisis at America’s southern border, and blame President Biden for mishandling the immigration problem.
