His #1 point is that most Russian cybercrime isn't state-sponsored to flip US elections. To the contrary, it's privately run by thugs who are trying to hack into American business computers, and create viruses and sell-ransomware.
The US, meanwhile, has developed over the years a bunch of cyberwarfare tools which they've unleashed on these guys once the Ukraine war started.
