Globally, where are people "slow"

First of all, the term "slow" is insulting to many people. Technically, I'm referring to areas where people have low IQs. Is this controversial? Of course! I bet you're offended already, and I have even shifted out of first gear yet.

It turns out that Africa, the Middle East (excepting Israel), Venezuela, and Colombia didn't get hit with the grey matter lucky stick. Don't shoot the messenger. I didn't create them that way.
