Nope. Both the State and Federal Government were clueless. That includes the Justice Dept.


Two researchers and investigative reporters (Ryan Thorpe and Christopher Rufo) from the Manhattan Institute did the work to track down the guilty parties and expose the fraud. Only later did the Justice Dept file charges.


It's unclear how much money was illegal stolen from the Housing Stabilization Services Feed our future and Medicaid programs. The lower limit appears to be $1 billion although the total amount may be closer to $6 billion. The lions share of this money has gone to various actors inside Somalia. A significant share of the funds was disbursed to a terror group Al-Shabaab.
